Provincial Authorities. His Majesty's Consul-General at

Canton recently informed me that one of the Viceroy's

Despatches to him had appeared in the Cantonese Press be-

-fore he received it.

I have little doubt that the

extract from the "Wa Taz Yat Po" was communicated to the

Press, with or without the knowledge of the Viceroy, in

order to pander to the Self-Government Society which for

all practical purposes has usurped the Government at

Canton Whidbe no longer effectively controlled by the

High Provincial Authorities. There can be but one ending

to such a state of chaos. One of the two must ultimately

become master. The road to that settlement would seem to

lie through Civil War.
